Costs of New Rule
J-1 teachers must be professional educators trained to work with children.  Most have Masters degrees.  
It follows that 80% of CHF teachers are tenured in their country of origin, highly trained and educated.  
Teachers do not belong in the same category of considerably younger, less-mature students, trainees
and interns, au pairs, camp counselors, and summer work travels, most of whom:

do not hold university degrees
do not have 3 years' experience working as teachers
are not trained in working with children
are not certified as teachers in their home country or in the US
do not have a professional reputation as a teacher to uphold

The J-1 visa Teacher category should not suffer for the 2
009 Scranton, Pennsylvania and 9/11 student scandals.  Scranton involved high-school students, and 9/11 involved university students.
Teachers do not belong in same category as Interns, Trainees, Students, etc.
